<p style="line-height: 1.75em;"><span style="font-family: 微软雅黑, &#39;Microsoft YaHei&#39;;">在中国汽车尚未挤入印度的情况下，捷豹路虎已经用合资的形式登陆中国了。再加上这款混动超跑，印度人早汽车方面的加分上来了。</span></p>

<p style="line-height: 1.75em;"><span style="font-family: 微软雅黑, &#39;Microsoft YaHei&#39;;">显然这不单纯是钱的问题，甚至也不是技术问题，而是说你搞什么都得有资质。前几年，长安福特想在杭州建厂，先得花掉4.5亿元收购早已死掉的茶花汽车，原因是它有资质。拿下了资质也不是说你能马上生产，你要通过层层审核，比如说你得花上几十亿去造什么鸟研究院，规划至少一年产好几万辆的规模等等。这些实际没什么卵用但又要花很多资金和精力的的条条框框，让我们的汽车工业一开始就付出了沉重代价。</span></p>

<p style="line-height: 1.75em;"><span style="font-family: 微软雅黑, &#39;Microsoft YaHei&#39;;">即便政策能够对新能源汽车网开一面，但也并不是想弄就能弄的。先看点条条框框，根据国家发改委就《新建纯电动乘用车生产企业投资项目和生产准入管理规定》：新建纯电动乘用车企业必须在中国境内注册，具备与项目投资相适应的自有资金规模和融资能力。其次，企业还须具有纯电动乘用车产品从概念设计、系统和结构设计到样车研制、试验、定型的完整研发经历；具有专业研发团队和整车正向研发能力，掌握整车控制系统、动力蓄电池系统、整车集成和整车轻量化方面的核心技术以及相应的试验验证能力，拥有纯电动乘用车自主知识产权和已授权的相关发明专利。再次，新建企业需要具有整车试制能力，具备完整的纯电动乘用车样车试制条件，包括车身及底盘制造、动力蓄电池系统集成、整车装配等主要试制工艺和装备。最后，企业自行试制同一型式的纯电动乘用车样车数量应不少于15辆。提供的样车经过国家认定的检测机构检验，在符合汽车国家标准和电动汽车相关标准的前提下，在安全性、可靠性、动力性、整车轻量化、经济性等方面达到规定的技术要求，如一次充电续航里程不得低于100公里，0-50km/h加速小于5秒及最高时速大于100公里等……</span></p>
<p style="line-height: 1.75em;"><span style="font-family: 微软雅黑, &#39;Microsoft YaHei&#39;;">也就是说，无论传统汽车投资还是电动车投资，我们国内的门槛还是很高的。而对于比较高端和顶端的市场来说，无论用什么样的条件看起来都极为苛刻。</span></p>

<p style="line-height: 1.75em;"><span style="font-family: 微软雅黑, &#39;Microsoft YaHei&#39;;">真实的情况是，年产十几台超跑的柯尼塞格，员工不过四十人。投资十亿美元准备死磕特斯拉的法拉第也才450人。年产四千台跑车的兰博基尼，员工数量也不过1175人（2015年1月数据）。如果在国内也组建这样类似团队的话，你会发现中国的兰博基尼如果想造汽油车的话它会因为各项指标无法满足准入条件而胎死腹中，就算想制造个门槛低一点甚至于干脆的纯电版M-Zero，也是很不现实。</span></p>
<p style="line-height: 1.75em;"><span style="font-family: 微软雅黑, &#39;Microsoft YaHei&#39;;">这有点像个哲学问题，先有蛋还是先有鸡的问题。在机制的设定下，我们热衷于便宜又能走量的东西。对于高级和顶级的市场，我们的汽车工业是既造不出鸡，更孵不了蛋，只能眼睁睁的看着印度超跑出来了，准备明年去巴黎露脸了！去巴黎露脸了！露脸了！了！</span></p>
